Ember cli router partial template in didInsertElement

I am trying to build a table row template based on the Ember Handlebars Helpers, but I can’t seem to get the partial to work.
The templates render without issue, but nothing shows up in the DOM, and none of the bindings work.
Here is a simplified version of my template:

I have tried a few variations of how I pass in the content object.
Currently, I am doing this:
